Question
 What information must the registrant of a new chemical substance transfer to downstream users?

Answer
The registration certificate number, application purpose, hazard characteristics and environmental risk control measures as well as the environmental management requirements stated in the registration certificate should be transferred to the downstream. The content and evidence of the transmission shall be properly archived for future reference.

Does every regular registration certificate holder under Order 12 need to submit an annual report before April 30 each year?

Answer
No. Only if the environmental management requirements stated on the registration certificate stipulate the requirements for submitting an annual report, before April 30 of each year from the following year after registration, the holder of the registration certificate shall report to the competent department of ecology and environment of the State Council the actual production or import of the substance, the release to the environment of new chemicals approved for registration in the previous year, and the implementation of environmental risk control measures and environmental management requirements. 
Question
Do the first activity reports for simplified registration need to be submitted?

Answer
The holder of the registration certificate or its designated agent shall, in accordance with paragraph 1 of Article 41 of the Measures, submit a 1st activity report of chemical substance within 60 days of the first production activity or the first import and transfer to the processing user.

Question
Can new substances that have not been filed or registered be processed or used (not produced)?

Answer
No. Processing users are not allowed to process and use new chemical substances that have not obtained a registration certificate or have not filed. The production or import of new chemical substances without a registration certificate, or the processing and use of new chemical substances without a registration certificate, will be ordered by the local ecological and environmental authorities at or above the districted city level to make corrections in accordance with Order No. 12, penalty will be 10,000 to 30,000 RMB yuan; if the circumstances are serious, joint punishments for dishonesty shall be carried out in accordance with laws and regulations. And the applications of registration of new chemical substances for environmental management will no longer be accepted within one year.
