Major Ecological and Environmental Events in China 2018

The year 2018 is a big year in the development of China's ecological civilization and environmental protection. The critical events happened during 2018 together defined the year being ‘big’.
1. Complete bans over "foreign garbage"
Started from January 1st 2018, determined to strengthen the management of solid waste recycling and utilization, China began to ban the import of twenty-four kinds of "foreign garbage" from abroad.
2. Levy environmental taxes
Since January 1st 2018, the "Environmental Protection Tax Law of the People's Republic of China" has been officially implemented, and the environmental protection tax has become the eighteenth tax category in China. According to the provisions of the Environmental Tax Law, the environmental protection tax shall be declared and paid quarterly. With the official implementation of the environmental protection tax, the sewage charges that had been continuously collected for thirty-nine years have also bid farewell to the historical stage.
3. New Water Pollution Prevention and Control Law put into effect
On January 1, the new "Water Pollution Prevention and Control Law" was officially put into effect. Fifty-five major revisions were made in this fundamental law of China's water environment governance, which takes improving water environment quality as the core task.
4. Ministry of Ecology and Environment organized
On April 16, the newly established Ministry of Ecology and Environment was officially launched, marking the entry of a new historical cycle of China's ecological environment protection. The Ministry of Ecology and Environment has integrated all the duties of the former Ministry of Environmental Protection, as well as the environmental protection related responsibilities of the other six ministries.
On August 1st, the “Regulations on the Function Configuration, Internal Institutions and Staffing of the Ministry of Ecology and Environment” (referred to as the “Three Sets of Programs”) officially began to be implemented. It indicates the Ministry of Eco-Environment is a department of the State Council and it is a ministerial level; and it clarifies that the Solid Waste and Chemicals Division is one of the internal agencies of MEE with its major responsibilities being: supervision and management of pollution prevention and control of solid waste, chemicals and heavy metals throughout the country; organizing the implementation of hazardous waste business licenses and export approvals; import and export registration of toxic chemicals, and environmental management registration of new chemical substances.
Starting from September 1st, in order to fully implement the institutional reform of the State Council, the website name of MEE was changed to www.mee.gov.cn, and the original domain name www.zhb.gov.cn was deactivated.
5. National Ecological Environmental Protection Conference held
National Ecological Environmental Protection Conference was held in Beijing from May 18th to 19th. This is the first conference on the theme of ecological environmental protection held at the national level since the 18th National Congress of the Communist Party of China. Its importance is self-evident.
At the meeting, General Secretary Xi Jinping delivered an important speech, which summed up the historical achievements and historical changes in the ecological civilization construction and ecological environmental protection work of the Party since the 18th National Congress of the Communist Party of China, and profoundly expounded the significance of strengthening the construction of ecological civilization. It puts forward important principles that must be adhered to in strengthening the construction of ecological civilization, and has made comprehensive arrangements for strengthening ecological environmental protection and laying a solid foundation for pollution prevention and control.
6. The three major fights for Blue Sky, Clean Waters and Pure Lands launched
On June 24th, the Central Committee of the Communist Party of China promulgated the "Opinions on the CPC Central Committee and the State Council on Strengthening Ecological Environment Protection and Resolutely Fighting Pollution Prevention and Control". The opinions pointed out that we must resolutely fight for the blue skies, clean waters and pure lands.
