A training course on online General Notification of new chemical substances was held by MEPSCC in Beijing on 21^st.April 2016 after the release of a new submitting software on its official website, to promote informatization of new chemical substance notification, and to further improve the efficiency of notification and approval.,.
In this training course, Ms. Liu Hongying and Ms. MaYan, both engaged in General Notification, and Mr. Xue Ningning responsible for software development, presented detailed explanation and demonstration on submission requirements, download and filling, installation respectively.
Compared with the previous paper form, there are four new parts in the General Notification software, which are notification affairs contacts, other information(appendix numbers of test reports, data list, testing facilities, expert qualification proof and risk assessment report; and compiling facility, type, completion date and amendment date of risk assessment report ), chemical hazard classification form, testing information(testing methods, names of testing facilities, qualification certificates of testing facilities, study numbers of testing reports), and which have made General Notification form more complete.
Requirements for online submission of General Notification have become undoubtedly much stricter, since unique Serial Number appears on the notification form after uploading of the electronic data, and any modification of the electronic data needs on-line re-submission to gain new Serial Number, that means notification form should be signed and sealed again each time it does not meet requirements of format review. 
MEPSCC has served as a role model for the launch of on-line notification under the paperless-office circumstance nowadays, which will reduce paper waste and environmental pollution, and improve office efficiency. For notifiers, the requirements for professionalism, understanding of format and expert review, and dossier preparation experience have become even higher.
