A Brief Analysis of Inspection on New Chemical Substances

                                                                                                                                          Post-registration inspection on new chemical substances was conducted by Shanghai Environmental Protection Bureau, Shanghai Solid Waste Management Center and Shanghai Research Institute of Chemical Industry. The inspection aimed at enhancing environmental risk control measures and eco-environment protection, based on the actual situation of new chemicals production, import, utilization and transfer after the implementation of Measures on the Environmental Management of New Chemical Substances(MEP Order No.7) .
Emphasis of the inspection was put on domestic notifiers and local representatives of overseas notifiers of their hazardous new chemical substances (including hazardous new chemicals of prior environmental concern) with regular registration certificates and actual activity (production or import).
Inspection content involves the registration document archive management, Annual report, First activity report, Each activity report, SDS, communication of risk control measures to downstream users, actual import/manufacture/utilization, the three wastes and pollution prevention facilities, personnel protection and environmental emergency plan, etc.
Notifiers shall strictly conform to the post-registration requirements in MEP Order No.7 and the Guidance, for example, the amount of actual activity should be in accordance with that in Annual report, no exceeding of the amount approved in the registration certificate; the three wastes treatment and personnel protection should be implemented according to the requirements on the registration certificate.
Post-registration inspection of new chemical substance conducted by Shanghai Environmental Protection Bureau reflects the management concepts of “strengthening risk prevention and control”, “intensifying main responsibilities of enterprises”, which put forward higher demands for notifiers of their compliance awareness and ability. Likewise, as the holders of registration certificates, local representatives of foreign notifiers will also bear more responsibility and face more risk.
